幾十年來，綽號「紅魔」（Red）的前軍事情報官員Raymond Reddington一直是聯邦調查局通緝犯名單上的重要人物。他為全世界形形色色的罪犯代辦各種交易，撮合非法生意，被人們稱作「犯罪世界的管理員」。然而令人大跌眼鏡的是，他竟然主動向從來沒有抓住過他的聯邦調查局「自首」，並提出一個神秘但是驚人的條件：他願意幫助聯邦政府抓住所有人都認為早就死了的恐怖分子Ranko Zamani，但他隻和一個聯邦探員對話——Elizabeth “Liz” Keen（Megan Boone），一位剛剛結束訓練成為聯邦調查局初級分析師的「菜鳥」。Liz被這突如其來的情況搞得一頭霧水——這可是她第一天上班啊！
