故事開始於1864年的德國，年僅19歲的路德維希二世（赫爾穆特·貝格 Helmut Berger 飾）登上了王位，成為了統治巴伐利亞的國王。實際上，路德維希是一個性格非常優柔寡斷的男子，根本就不適合作為國家的統治者，他脆弱的自尊和薄弱的意誌力常常將他置於痛苦的境地之中，這種痛苦在他摯愛的表姐伊麗莎白（羅密·施奈德 Romy Schneider 飾）含恨遠嫁他鄉之後，變得更加的強烈。
實際上，路德維希也曾設想過實現自己的政治抱負，然而，他身邊聚集著的，是各懷鬼胎的三教九流，當時間來到19世紀下半葉時，他的所有設想都化作了泡影。之後，為了逃避繁瑣的政事，路德維希躲進了一座城堡之中，並且最終被大臣視為患有精神疾病，而遭到了廢黜。
